The 99-page brief filed in the D.C. Circuit Court of Appeals seeks to overcome Judge James E. Boasberg`s stunning decision in June to dismiss the states` lawsuit, arguing that the states waited too long to challenge the company`s acquisitions of Instagram and WhatsApp, which the company bought in 2012 and 2014, respectively.
